MASTERA or the Southeast Asia Literary Council plans and monitors the development of Malay/Indonesian literature in the region. Its establishment was basically agreed upon by the three founding countries, Brunei Darussalam, Indonesia and Malaysia, at the World Malay Language Congress on 25 August 1995. It was decided that MASTERA would serve as a regional council representing the government agency of each member country. Its membership is composed of three groups, namely founding country, member country and observer country. MASTERA was officially launched by the Deputy Minister of Education, Datuk Khalid Yunus, in conjunction with the launching ceremony of MASTERA and the first MASTERA meeting at Dewan Bahasa dan Pustaka in Kuala Lumpur on 12 August 1996. The ceremony was witnessed by representatives from Singapore, the Philippines, Thailand and Vietnam.
